Joseph Kugulukumu Mukiibi was born in Kakumiro District Uganda in 1937.
He graduated with BSc of the University of London in Botany and Chemistry and PhD of the University of St Andrews in Plant Pathology.
He lectured at Makerere University for 21 years rising to become Head of the Department of Forestry, Head and Professor of the Department of Crop Science and Dean of the Faculty of Agriculture and Forestry.
He worked for the Ministry of Agriculture Animal Industry and Fisheries (MAAIF) for 15 years as founding Director General of the National Agricultural Research Organisation (NARO).
He spent one year as Visiting Professor at the University of Nairobi Kenya, three years as Visiting Professor at Sokoine University of Agriculture, United Republic of Tanzania and two years as Chief Research Scientist, Ministry of Agriculture and Forestry, in the Republic of South Sudan.
He chaired a number of national and regional organisations including ASARECA and FARA.
Together with others (local and international), he played a leading role in the establishment and growth of both organisations which he chaired each for 4 years. He was currently Chairperson of KILIMO Trust, an organisation promoting Agribusiness and intra-regional agricultural markets and trade.
He was very familiar with the CGIAR system having served on several centre Boards and he has worked with several donor organisations.
He also worked as Vice Chancellor of African Rural University, an All-Women institution, in Uganda. He is widely travelled in Africa, Europe, North and South America, Asia as well as Australia. He is married to Benigna since 1973 and, by the grace of God, they have 5 adult well educated children in responsible positions.
