Empty Council hall
KIBAALE
There was a Political setback on Tuesday as Councilors in Kibaale district caused the planned council session to flop as they demanded for their unpaid Allowances.
It all started at around midday when the District Speaker Peter Rugumba entered the Council hall expecting to preside over the council session only to find empty seats as Councilors were down the Canteen chatting and drinking soft drinks.
Immediately Rugumba adjourned the Session over the boycott and proceeded to join Councilors to ascertain their move who kept sitting down at the Canteen.
There was an exchange of words as Councilors told the Speaker that they need their unpaid allowances for the last two extra ordinary sittings or else they boycott the day’s Session.
Rugumba asked the Councilors to have a meeting with the CAO and Lc5 Chairman to have the standoff solved.
The meeting between the Councilors, Lc5 Chairman Godfrey Muwonge Kasanga and the CAO John Katotoroma did not yield fruits forcing the Speaker Ruguma to suspend the Council session until further notice.
But the Lc5 Chairperson Kibaale Godfrey Muwonge Kasanga confirmed that the unpaid Councilors allowances are known and will be paid before the end of this financial year once funds are raised from the Local revenue.

However, Councilors have dismissed allegations that they were given bribes to approve a motion for members of District Service Commission.
But Muwonge said he is investigating the allegations of bribing councilors and once found true, all the proposed members will be withdrawn immediately and replaced.
The Councilors have appreciated the media for ethically investigating the bribery rumors as they queried how the information leaked to the Journalists.
