Former Rubirizi District CAO, Principal HRO Arrested Over Embezzlement of 99m Ugx

RUBIRIZI

The inspectorate of government Mbarara branch has arrested the former Chief Administrative Officer (CAO) Rubirizi District Luyimbazi James and the district Principal Human Resource Officer Tusiime Doreen for embezzling 99 million UGX by creating ghost workers.

According to Fredrick Oketch the Regional Inspectorate south Western region, they received a complaint from one of the petitioners in Rubirizi District that Doreen Tusiime contacted him to deposit 40 million shillings on his account for his pension gratuity though he knew his gratuity amounted to only 28 million UGX.

Oketch said that Doreen further told the petitioner to send back the balance of 12 million UGX through mobile money account.

He said that Doreen was arrested while they have deployed a team in Butebo district to have Luyimbazi James who is the current the district’s CAO arrested.

He noted that the two further connived in the financial year of 2019/2020 and paid 78 primary teachers over and above their scale.

Oketch further revealed that out of the 78 teachers only 23 sent money through mobile money back to Doreen Tusiime and the rest gave her cash.

He explained that Doreen Tusiime together with the former CAO received 26 million UGX via mobile money and around 73 million UGX was given to them in cash.

Doreen Tusiime also put her blood sister Mpiirwe Mercy on the government payroll of Rubirizi District as a secondary teacher for one year and she received a total of 15 million for a year.

Oketch confirmed that the two will appear before anti-corruption court in Kololo tomorrow at 09:00Am to answer charges of abuse of Office and embezzlement, causing the government financial loss.
